Barangay Sun Valley is a community situated at the heart of Parañaque. It has been awarded the most outstanding Barangay among the 16 Barangays in Parañaque when it comes to budget transparency and budget allocation, for the past two years. It is an urbanized and developing district that consists of many factories and businesses that contribute the growth of the city.
With the many people and businesses around, there are bound to be problems, especially when it comes to illegal settlers, fires, and natural calamities. The local government as well as the barangay officials and employees work hand in hand to ensure the safety and well being of the people. They aim to give the best service to their people so that each one may prosper and together they may grow as one community.

One of the main transportation used in the barangay are tricycles, in which there are the following associations, “Sun Valley Tricycle Operators and Drivers Association,” and the “Edison Parañaque Operators and Drivers Association.”
Another method of transportation used in the barangay is the use of Jeeps. Through this the barangay has utilized this by producing a project in which they would provide a 3 jeeps for elementary school students to be brought to school everyday for free.
Another project by the barangay is for the Senior Citizens of the barangay wherein they would provide a car for them if they would need to go somewhere far.

The lifestyle of the people in the barangay is somewhere in the middle. As being part of an urban society, technology is very visible in their lives. Their lifestyle is modern yet still they stick to the very traditional Filipino values, like being close with their families and their very hospitable nature.

The tempo of the lives of the people is also somewhat in the middle. Although they are surrounded by many businesses and industries, they still have the simple lives of many Filipinos. They do not rush through their lives and days as they still take time to relax and do what they want.

The roads in the Barangay are very well paved and those that are not are undergoing repairs and construction for better convenience and service for the residences.

The drainage system is very well maintained and it is seen during storms and typhoons. During these natural disasters, it floods very minimal in the Barangay however it subsides quickly since District 2 is on very high ground and because their drainage system is well done. Along with this, the barangay is still trying to improve their system by implementing a bayanihan system in which if the drainage is in front of your house, you will be in charge of the labor for changing the drainage system, while the materials will be provided by the local government.

As an urban society, Barangay Sun Valley uses a lot of technology. For example, when going to the barangay, it is observed that every household has a television and radios, even those in depressed areas. Another example is the fact that Computer Shops are the number 1 business in the community. Even in education, computers are used in the Sun Valley National High School, as well as them providing a computer literacy program for the students.

The common livelihoods of the people in the community are construction workers, textile factory workers, or textile makers, as well as entrepreneurs through sari-sari stores, perishable produce vendors, and rolling store vendors.

It is she with her husband, along with their three children, two of which already have their own families.

She and her husband both work to provide for their children, Mrs. Palomeno is a city employee, while her husband, Mr. Palomeno is a tricycle driver. Their two children are working and providing for their own families as well and their youngest is a first-year college student.

In their family, when issues or when there is a need for decisions, it includes the whole family talking about the problem and their individual opinions, then altogether as a family they make their decisions as a collaborative effort.

Decisions are made through the representatives from DEPED as well as the Local School Board concerning different issues concerning the school and the students.

DEPED together with the Board are all together in the implementation of the K-12 program for the students of the community. Local School Board along with the Local Government together try to ensure the availability of classrooms and schools to accommodate all the children and students that they may have good education.

All decisions concerning students is done together with input from the students and their families so that the best service is given to the children.

This filed proposal would then be processed by all of the barangay officials like the Sangguniang Kabataan, Barangay Kagawads, and other officials to double check if it would somehow help to any issues that is being faced by the community.
If majority will approve these proposals, the Barangay Captain would have to make an action to impose the said proposals.

The barangay leaders or officials are the ones who monitor and patrol other residents' daily activities for security purposes. While the residents are the ones who make good relationship to their leaders and vote for them and the end of the day.

Due to poverty and high unemployment, theft is one of the most common problems in the barangay, especially with many illegal settlers in and around the barangay.

The police and local government work hand in hand to increase better enforcement of the law and also to minimize the crime in each area. The local government also has many programs for teaching of the morals and better behavior among the people in the community.

The government is actively working to provide better living conditions in different places such as in Laguna, Cavite, and other areas that Parañaque are connected with so that they may bring out the illegal settlers from their living conditions. They are also trying to create more livelihood activities and job opportunities in the areas they would want to move the settlers to so that they would want to stay there and also have proper income.

To solve this, the local government representatives or just anyone will gather both or all parties involved for a sit-down talk to agree about the issue and hopefully resolve it.

The barangay has taken special precautions for fires, and have equipped themselves with 3 fire trucks and have regular trainings for their employees. Almost all barangay employees are trained in first aid if ever the citizens are in need.

The barangay employees are always equipped with the proper training in case of problems either caused by the people or natural calamities. They have regular trainings for themselves and also for the people to prepare for different problems and also for prevention of these conflicts and issues. Fiestas are very common among the people in Sun Valley, wherein they would decorate the streets and have processions and have different programs, depending on the occasion.

Most fiestas are related to Church celebrations, which is why during these fiestas, the Churches organize different programs and activities for the people, as well as everyone gathering by the Church to celebrate.

A common past time of the people is to go to computer shops, as it has become the number 1 business in the barangay.

A project being made by the local government is the “Kasalan ng Bayan” in which the barangay would organize a marriage of over 35-50 couples at the same time by a priest. This is proposed by Congressman Tambunting for the people to have legal marital statuses and to be wed in the Church. The government is aiming to have 2-3 of this each year.

Courtship in the Barangay is just the same as in other communities wherein the boy would pay respect to the girl’s family before asking her.

Reasons for living in the Community

The community has progressed and developed very well over the past years, developing many factories and business, producing many products distributed around the Philippines.

They have also won the title of “The Most Outstanding Barangay” for three years out of the sixteen barangays, for its good allocation of resources and transparency of budget and funds.

The barangay also has very hands on barangay officials who do their best to cater to the needs of the people and provide them the best service.

Barangay Sun Valley works closely to the other barangays when it comes to issues and problems. They also work together when it comes to implementing policies and programs for the betterment of all.
They also work closely together during accidents or natural disasters. For example when there fires in one of the district or barangays, the surrounding barangays do their best to assist and go and aid the community. Another instance is during floods in which District 2 does not experience extreme flooding unlike District 1 who undergo massive flooding. They always do their best to assist one another and the citizens of each barangay.

PROBLEMS AND SOLUTIONS ENCOUNTERED BY THE COMMUNITY

Common Problems (Political, Environmental, Economic, etc.) of the people in the community as perceived by the community people and the students
Sun valley Paranaque has a big problem with waste management in the year of 1999 the city had a total of 254 tons of solid waste per capita or .55 kg per day which can easily affect the green house gases in the area and also induce flooding due to the drain blockage. This Happens because they do not properly segregate their trash and when they are at the beach or any public area they just leave their trash anywhere and continuos practice of this causes it to keep building up and eventually becomes too much for the security and janitors to clean up. Sun valley Paranaque also has an average of 6,617 households residing in 20 subdivisions which can also be a contributing factor towards the large amount of waste production. The amount of waste produced by the community is around 4.34 kg/hh/day or 0.77 kg/cap/day, due to the lack of segregation.
Barangay Sun Valley is usually faced by typhoons causing problems to their households and infrastructures. According to their facebook page, they usually get flooded even though the officials have spent money on fixing the drainage system. They had a funding of millions to fix roads that floods but not all of them are fixed. The barangay is middle class with 50% of the population belonging to well-off households, although there were depressed communities, including squatter colonies in some areas.

Plan of Action or Action Taken by the community people and the students
The officials within the area issued a waste disposal program, which required you to pay a fine/s for malpractice of “claygo” which included garbage in seas and public areas. The cities total segregation project is popularly cited as one of the most successful community-based waste management in metro Manila. The process of collecting money from the non-compliance of the rule is a door-to-door system with regular surveys. In the area there was about a 30% of participation from the community that according to the officials is rather low of a percentage with only 2000 of the households participating.
The community implemented a, “Total Segregation Approach to Ecological Waste Management Program.” It was implanted in 1998 and is contained in three principles – Segregation at Source, Segregated Collection and Segregated Destination. Annex 41 Subdivision of Barangay Sun Valley has made their own adapted version of a waste management program. They have strict schedules on when to collect biodegradable wastes, recyclables and residual wastes. They also include a flat garbage fee which is included in their monthly association dues.

Community participation in decision-making process regarding community affairs and problems
Ecological Solid Waste Management Act: Environmental Protection Through Proper Solid Waste Practice is an act issued by officials to help the community with their wastes. The Republic Act (RA) 9003 or the Ecological Solid Waste Management Act of 2000 a landmark environmental legislation in the Philippines. The law was crafted in response to the looming garbage problems in the country. This has been looked by communities to see if it would take effect on their communities.
The communities’ participation was done through supermarket carts to help pick up all the trash that was either not segregated properly or polluted randomly in public areas. Participation was done twice a day but each day had a different method/kind of trash being picked up for the purpose of easy segregation ( ie. on Mondays it was paper and on Tuesdays it was plastic). The trash was then held at the center and upon completion was sold to the junk shop. Households pay a collection fee of 25 pesos monthly which includes the homeowners’ association fee. The average monthly income from the project is P44,024 while the metro manila average is only 25,000 per month.

Parallelism of the situation of the community in our community workers, leaders, or organizers in the community building
As local governments implement their own programs to help build the community some of them are adapted from each other. The, “no segregation – no collection” rule has been seen through different municipalities to encourage its people to actually segregate. They compare each other’s status with each other to check on how they are developing and what they need to improve on. When calamities come where they threaten our natural resources and also our infrastructures the community is doing whatever they can to fix it. Roads are fixed by the local government or sometimes the community and when there is a calamity there would be a refuge center in their recreational areas.
The problems in Sun Valley Paranaque are very related to us in ways that we also experience problems with waste segregation and management. The officials of Sun Valley obviously care much about making their community a better place by making ways that we can unite the community and at the same time it also makes the environment more eco friendly. However in our opinion the participants in our community in our projects are great as well because we think we are motivated to have a better city too but we don’t think we are as motivated as the community of Sun Valley because we don’t see us as united as fellow Filipinos.
ANALYSIS OF COMMUNITY AND SOCIAL REALITIES
Barangay Sun Valley is, all in all, an ideal place to live in for a middle class Filipino. The living conditions are good and jobs can be easily found due to the increased number of factories and businesses that surround the barangay.
Residents act smartly and make sound decisions regarding their concerns on subject matters. Their barangay mayor is doing quite well, and so are the residents, as Sun Valley has been awarded the 'Most Outstanding Barangay' for the past two years. Families are tight knit and there are many options for primary and secondary education. Leaders do their jobs well and listen to their members.
Residents also have access to a number of service institutions, options for transportation and up to date technology. These are just a few of the many provisions Sun Valley provides.
Although they have a number of problems concerning theft, illegal settlers, traffic and the like, their government is able to solve and manage these concerns. Pollution is also one of the main problems of Barangay Sun Valley. The amount of trash this barangay produces is monumental and they lack segregation of such trash. Sun Valley is also faced by problems caused by typhoons such as flooding and damages to their infrastructures. This can be solved through the projects we proposed, which in turn can make Sun Valley a better barangay. We observed that the community is also quite willing to participate in projects that are for the benefit of their barangay. As a whole, Barangay Sun Valley isn't a bad place to live in, the provisions are nice and so are the people. But there is still a lot of room for improvement. This community could be greatly improved through our proposed solutions to the problems they face.
Barangay Sun Valley is over all a middle class middle class area. Whether you want to move or start a new family, Sun Valley is definitely a good choice for you. The lifestyle of the area is urban and fully equipped with modern technology, but keeping the heritage and tradition of a Filipino. As a result, the community and its citizens blend well together. According to Mrs. Senaida Palomeno, a citizen of the barangay, the citizens maintain good relationships with one another. Since they know each other well and they genuinely care about one another.
The most of its citizens maintain simple lives with professions as construction workers, textile manufacturers, and entrepreneurs. After natural calamities, such as fire and floods — which are frequent in the area — the community practices Bayanihan, where the community works together as one. The community also respects and accepts people with different religions. There are several religious institutes for Catholics and Non-Catholics.
As for the reputation of the community, it is known for its hands-on barangay officials who are respectable, honorable, and trustworthy. Furthermore, the barangay also won an award for being the most outstanding barangay. Sun Valley is also known for the good relationships it has with other barangays. Over all, Barangay Sun Valley is full of good citizens and ethical officials. In conclusion, the community is excellent and well maintained.
CONCLUSION AND RECOMMENDATIONS
Barangay Sun Valley is a home for middle class Filipinos; it is the heart of Parañaque. The lifestyle of the people there are good and jobs can be easily found due to the fact that factories and businesses will be increased. The local government and the employees are working hard together to ensure the safety and well being of the people living in the barangay. They aim to give the best service to their people and grow and develop as one barangay. We know that Barangay Sun Valley's main problems are traffic and pollution. Traffic is created inside the village because of numerous numbers of Public Utility Vehicles like jeeps. Air pollution is created if too many jeeps enter the barangay. This barangay also lacks discipline on segregation of trash. With this, the barangay faces a lot of problems like flooding and other damages. What we planned to do for us to somehow lessen the amount of vehicles entering the room is to create a train track inside the village so that PUV won't enter the barangay anymore. Instead, they will now use trains for them to go around the village. We also think that with this, pollution will be decreased because of fewer cars. To even lessen the traffic, we have added gates. Main Gates that can be used for both entrance and exit. So that cars won't be crowded in one gate, we have also other gates that only have entrances and exits. However, these gates are only passable by cars with stickers so that we can still lessen the number of cars entering the village. With our proposals, we think Sun Valley can be more outstanding and will be the heart of all barangays. Even if Barangay Sun Valley is already the "most outstanding barangay" for the past 2 year, problems inside the barangay can be reduced and more business related things could grow inside the barangay. The urban lifestyle of people inside the barangay can even develop with better living through our proposal.
